Why Act Now

  • The deadline is real. The DOJ's final rule under Title II of the ADA requires WCAG 2.1 Level AA conformance for state and local government web content and mobile apps by April 24, 2026 for entities serving populations of 50,000 or more.
  • Community colleges are in scope. The California Community Colleges system serves over 1.8 million students. Every district and college with a service area of 50,000+ must comply.
  • PDFs are the biggest gap. Most colleges have thousands of PDFs on their websites that were never made accessible. Board agendas, course catalogs, financial aid forms, registration guides, HR documents all need remediation.
  • Starting now means orderly compliance. Colleges that begin remediation before the deadline can prioritize highest-risk documents first. Waiting means scrambling, higher costs, and potential complaints.
  • Enforcement is underway. The Department of Justice has already pursued cases against public entities for inaccessible digital content. Community colleges are not exempt.
